A quick and legal guide to voting informed on the Texas 2025 constitutional amendments

Voting in Texas’s constitutional elections doesn’t have to be confusing. In fact, it’s completely legal to bring a piece of paper with your notes or a list of how you plan to vote into the polling place. This helps you remember your choices and vote confidently.
Important: Everything shared here is **my personal opinion based on my research** about how to vote. Everyone should do their own research and make their own decisions based on what they believe is best.
To make it easier, here’s my summary of the 17 amendments that will appear on the November 2025 ballot, along with my voting recommendations.

Amendments for the Public Good (Vote YES)
**Proposition 1 – Fund for Texas State Technical College → YES**
Helps create technical skills; needs a permanent fund.
**Proposition 4 – Use extra sales tax revenue for water → YES**
Supports critical water infrastructure.
**Proposition 12 – Commission on Judicial Conduct → YES**
Improves transparency and speeds up judicial oversight.
**Proposition 14 – Dementia Prevention and Research Institute → YES**
Creates research and a permanent fund to prevent dementia.
Amendments That Worsen the Tax System (Vote NO)
**Proposition 2 – Ban on a capital gains tax → NO**
A gift to the wealthy; unfair to everyone else.
**Proposition 6 – Ban on a securities tax → NO**
Another handout to the rich; worsens inequality.
**Proposition 8 – Ban on an estate tax → NO**
Only affects the ultra-wealthy; benefits the top tier.
**Empty or Misleading Amendments (Vote NO)**
**Proposition 3 – Deny bail for certain crimes → NO**
Doesn’t actually change anything; just looks “tough on crime.”
**Proposition 15 – Parents as primary decision makers → NO**
Already the law; mostly MAGA propaganda.
**Proposition 16 – Voter must be a U.S. citizen → NO**
Already required by law; fuels xenophobic fear mongering.
Property Tax Amendments
**Proposition 5 – Exemption for animal feed → NO**
Benefits businesses, not farmers; makes everyone else pay more.
**Proposition 7 – Exemption for surviving spouse of disabled veteran → YES**
Fair and humane; helps those who need it most.
**Proposition 9 – Exemption for $125,000 of business property → NO**
Big handout to businesses; increases taxes for everyone else.
**Proposition 10 – Exemption for property destroyed by fire → YES**
Reasonable and fair; applies only after the fire.
**Proposition 11 – Increase school property tax exemption for elderly/disabled → YES**
Lowers taxes for most Texans; the wealthy pay more.
**Proposition 13 – Raise school homestead exemption from $100,000 to $140,000 → YES**
Major tax relief for average Texans; equitable.
A Very Bad Amendment (Vote NO)
**Proposition 17 – Property tax exemption for land used to build the border wall → NO**
Benefits the government, deceives landowners, and is unjust.
